Should I deactivate plugins before migrating from localhost to live host

I’m developing my first WP site – doing so in an Xampp localhost environment, and experiencing an incredibly steep learning curve. I have various plugins installed, one of which is WordFence.

In my experiments thus far with Duplicator Installer and MySQL databases in general I’ve run into MySQL problems related to the WordFence security plugin.

I’m seeking a way to minimize complications and potential problems, so the obvious question is:
Would it be helpful for me to DEACTIVATE all plugins in my localhost site prior to creating my Duplicator Installer and Archive? And then REACTIVATE all plugins in the published site after the upload is complete?

Or would that actually be counterproductive? =o

You guys probably don’t remember how confusing it all is when you’re new to WordPress…duh.
