Pairing taxable and non-taxable items

Using WooCommerce…My store sells taxable and non-taxable items. I was able to apply taxes to the taxable items and remove taxes from non taxable item. However, when pairing non-taxable and taxable items together in one shipment, the total shipment (including shipping) needs to be taxed. How do i set the taxable items to “dominate” the tax options instead of just having the tax applied to the taxable items in the shipment?
